Load Restraint Equipment Inspections: What to Check

Are Your Load Restraints Putting Your Business at Risk?
In transport and logistics, load restraint is about more than stopping freight from moving. The condition of your load restraint equipment can affect road safety, cargo protection, operational efficiency and compliance with Australia’s heavy vehicle loading requirements.
Choosing the right equipment is only the first step. Straps, chains, binders, chokers and other restraint components are exposed to repeated tension, weather, dirt, impact and general wear. Regular checks help identify damage before it affects the performance of the restraint system.
Why Regular Load Restraint Inspections Matter
The NHVR’s Load Restraint Guide 2025 states that vehicle structures and restraint equipment should be in good working condition and strong enough for the load. Equipment should be serviceable, regularly maintained and inspected before use.
Even relatively minor wear can reduce the performance of restraint equipment compared with its rated capacity.
For transport operators, this means inspections should form part of normal loading and pre-trip procedures rather than only happening after a strap, chain or tensioner fails.
What Should You Look For?
Different restraint products wear in different ways, so inspections should suit the equipment being used.
For webbing straps, check for cuts, tears, fraying, excessive abrasion, heat or chemical damage, damaged stitching and missing or unreadable rating tags. Ratchet mechanisms should operate smoothly and lock correctly, with no obvious bending, cracking or heavy corrosion.
Chains should be checked for worn or stretched links, cracks, distortion and corrosion. Hooks, fittings and tensioning devices should also be inspected for signs of damage or deformation.
If a component is cracked, broken, badly worn or there is any doubt about its reliability, it should not be used to restrain a load.
Don’t Overlook Load Chokers and Binders
Specialised restraint equipment also needs routine attention.
A load choker can be useful when securing awkward or irregular freight because it creates a choking action around the load. This can provide additional grip and control where a conventional restraint configuration may not be suitable on its own.
Before using a load choker, inspect the webbing, stitching and associated hardware in the same way you would inspect other rated webbing restraint equipment. Any damage that may affect its strength or operation is a reason to remove it from service.
For chain restraint systems, load binders and chain tensioners also need to be checked carefully.
A Maxibinder load binder, for example, is designed to tension Grade 70 chain and maintain secure restraint. The binder, grab hooks and chain should be correctly matched and checked for damage, excessive wear or deformation before use.
Always use restraint equipment according to its rated capacity and intended application rather than relying on appearance alone.
How Inspections Support Chain of Responsibility
Under the Heavy Vehicle National Law, Chain of Responsibility (CoR) duties apply to businesses and people performing defined transport functions such as operating, scheduling, consigning, packing, loading and unloading heavy vehicles.
Drivers also have legal obligations under heavy vehicle and road laws, although driving a heavy vehicle alone does not automatically make someone a CoR party.
For businesses that influence loading or load restraint, maintaining suitable equipment and having clear inspection procedures can form part of a broader approach to managing transport safety risks.
This may include ensuring workers know what damage to look for, removing questionable equipment from service and replacing worn gear with appropriately rated equipment.
Build Load Restraint Checks Into Everyday Operations
A practical inspection process does not need to be complicated.
Equipment should be checked before a trip or loading task, with more detailed periodic inspections incorporated into fleet, depot or warehouse maintenance procedures where appropriate.
Correct storage is also important. Protecting webbing from unnecessary UV exposure, chemicals and sharp edges, and keeping chains and metal components clean and serviceable, can help maintain their condition.
If your business uses several restraint methods, make sure each component is suitable for the load, compatible with the rest of the restraint system and appropriately rated for the task.
There is no single load restraint setup that suits every transport task. The load, vehicle, restraint method and condition of the equipment all need to work together.
